Laying the Groundwork for International Support:

  • Cultivate relationships with key regional and global actors, including the US, China, Russia, and Japan.
  • Engage in bilateral dialogues to understand their perspectives and address their concerns.
  • Encourage Track II diplomacy and public diplomacy to foster understanding and build trust
     

Phase 2: Building Momentum for Peace (Estimated timeframe: 10-20 years)

Confidence-Building Measures:

  • Expand cross-border humanitarian aid and cooperation.
  • Promote people-to-people exchanges and cultural programs.
  • Encourage dialogue and negotiations on specific issues, such as family reunions or economic cooperation.

Exploring Avenues for a Peace Treaty and Denuclearization:

  • Initiate preliminary discussions on a peace treaty framework and confidence-building measures related to denuclearization.
  • Explore options for phased denuclearization and corresponding security guarantees.

Strengthening International Cooperation:

  • Foster multilateral dialogues and negotiations among key stakeholders to address security concerns.
  • Explore options for targeted sanctions relief as an incentive for progress on denuclearization and peace negotiations.
     

Phase 3: Transitioning Towards K-Neutrality (Estimated timeframe: 20+ years)

Formalizing Peace and Neutrality:

  • Negotiate and implement a peace treaty formally ending the Korean War.
  • Establish a framework for K-Neutrality, including security guarantees and international recognition.

Economic Integration and Development:

  • Support North Korea's economic transition and integration into the regional and global economy.
  • Promote economic cooperation and development across the Korean Peninsula.

Reconciliation and Nation-Building:

  • Implement truth and reconciliation processes to address the legacy of the Korean War.
  • Foster a sense of shared national identity and belonging among all Koreans.

Active International Cooperation:

  • Participate actively in international cooperation efforts on peacebuilding, climate change, and sustainable development.
  • Promote a unified Korea as a responsible and contributing member of the international community.
